Diesel fuel for USPA for 48 million: the state-owned enterprise explained why there is such price


USPA explained why the price for the supply of diesel fuel for its branches is more expensive than for other top state-owned enterprises.

The situation regarding the signed contract for the supply of diesel fuel for branches was commented on by the SE “Ukrainian Sea Port Authority”.

Thus, the journalists of the publication “Our Money” published material about a recent deal for UAH 42.28 million with reference to Prozorro. The article states that the price of fuel is overstated by at least 10% compared to other purchases by large customers during this period.

According to the contract, the delivery of 770 tons of diesel fuel to the USPA branch by the end of April has been contracted. For all of them, the diesel price is UAH 58.64 per kilogram. In terms of liters, it is UAH 49.26/l.

“For example, on February 14, the state-owned enterprise “Izmail Sea Trade Port”oredered diesel for UAH 44.94 per liter. The same applies to the supply of fuel in bulk to the customer’s warehouse, but the price is almost 5 hryvnias less than for the Administration of the Izmail Sea Port in the USPA contract,” the journalists compared.

USPA considers the comparison with JSC “Ukrposhta” and SE “Izmail Sea Trade Port” inappropriate.

“After all, the most important thing that has not been taken into account is the conditions of supply. Thus, according to the contracts of JSC “Ukrposhta” and SE “Izmailskyi MTP”, delivery is carried out only to one destination. In turn, the supply of diesel fuel for USPA branches involves nine locations located in Odesa and Mykolaiv regions,” the USPA explains.

The logistics chain of supply is about 300 km (Izmail – Mykolaiv), while the supply is carried out in separate batches.

AMPU emphasizes that the procurement also contains special conditions for the delivery method — “dryer-vessel”.

“In particular, the use of special booms to protect the water area, the organization and provision of fire safety during bunkering, the duty of a fire specialist, etc. are provided for. The specified conditions are stipulated by environmental legislation and special regulations on sea ports, which are mandatory. In addition, the supply of goods takes place in regime territories, which in turn requires the preparation of appropriate documents and permits,” the state-owned enterprise notes.

According to them, the draft contract took into account:

• all taxes and fees;

• costs related to loading – unloading;

• insurance of each individual batch and transport costs to the place of delivery (3 regions);

• bunkering operations of USPA watercraft and the obligation to use a buoy;

• organization and provision of fire safety during bunkering, which is carried out at the expense of the supplier by paying separate invoices for the services provided and included in the price for 1 kg of diesel fuel.

“As the fuel market in Ukraine is unstable, in order to meet the company’s needs in a timely and proper manner, SE “USPA” applied the legal norm during the procurement procedure regarding the possibility for participants to submit an offer, the price of which is higher than the expected value of the subject of procurement,” the SE said in a statement “USPA”.

USPA emphasizes that the expected purchase price for 1 kg of diesel fuel and the estimated expected price, taking into account the acceptable percentage of price overrun (2%) is within the market prices for the product.

“Supplying the enterprise with diesel fuel is the basis for sustainable and effective performance of all functions of the enterprise, including high-quality organization and support of the work of the “grain corridor”, – the USPA notes.
